The establishment of St. Paul's Secondary School, Utuh marks a providential gift to the town with the Episcopal Ordination of their son, Most Rev. Hilary Odili Okeke as the first Bishop of Nnewi Diocese in the year 2002. The long awaited dream to have a mission school for the town came to be as an ordination souvenir and in fulfillment of the fervent desire and hope of the Bishop to have a befitting environment for the education of the young people. This dream came into reality with the inception of the new academic year by September 8, 2003 with forty-one (41) pioneer students with Mr Ugbobuaku Augustine, N.J as the first Principal and Rev. Fr. Felix-Mary Ndubisi as the manager, Parish Priest and finally served as the second Principal.
 St Paul’s Secondary school temporally made use of the Parish C.W.O Hall until the school finally moved to the permanent site. The Bishop undertook to help the community by contributing through his friends from Nigeria and overseas as well as other kind-hearted individuals from Utuh who contributed for the progress of their town. The building of the permanent site on the land donated by Nkete Community and other families took effect in March 2012, with Bishop Hilary Okeke, our local ordinary blessing the foundation site. Then in July 2013, Bishop Hilary Okeke with Bishop Emmanuel Badejo of Oyo Diocese blessed and opened the already situated gigantic 2-storey building at the permanent site of St. Paul's Secondary School, Utuh. The  whole school with the student boarders move into the place in October,2013.
However, St. Paul's Secondary School is a modern edifice with modern toilet facilities and borehole. It has serene environment for conducive learning with good sporting facilities for physical and emotional development. It has a stand-by sound-proof generator set with two new 18-seater hummer buses and 24 hours internet facilities with laptops for students use as well as well-equipped laboratories for science subjects. These indeed are the Lord's doing and marvelous in our eyes. The school was approved for Junior Waec (BECE) centre in 2005 and recognized as Senior Waec (SSCE) centre since 2009.
We cannot fail to appreciate the relentless effort of our illustrious son and the Bishop of Catholic Diocese of Nnewi, Most Rev. Hilary Okeke and his good friends from Nigeria and overseas. Worthy of mention are our patriotic benefactors including Messers; Polycarp Eziokwu, Ikechukwu Okoye, Amobi Ikeh, Nicholas Okonkwo, Osita Ilechukwu, KC Ofoma, Emmanuel Chukwuloo, Fred Anagwu, Innocent Anagwu, Chino Ilechukwu, Paulinus Odajiri and a host of others. More thanks to our former Governor Mr. Peter Obi as well as Rev. Fr. Hyacinth Izuegbu, the third Principal and chief motivator who by God's grace moved the school to the Promised Land. May God bless them more than they can ever imagine and reward those who freely gave their land for the project.Consequently, as the school is named after the great Apostle, St. Paul, whom Bishop Hilary Okeke has chosen as his mentor, it is hoped that the same Apostle who was brilliantly tutored and profusely inspired by the historical and legendary intellectual colossus Gamaliel would inspire the students of St. Paul's Secondary School towards holistic human formation - Academic excellence, Sound moral character, Physical and emotional stability for their good and the good of society at large.
